Starting in May 2025, Spain will legalize 300,000 undocumented immigrants every year until 2027. The move, announced by Immigration Minister Elma Saiz, aims to address the country’s aging population and labor shortages by issuing work permits and residency to undocumented foreigners. The new policy also aims to address low birth rates and reduce the exploitation of undocumented workers in low-wage industries. It extends visa durations and strengthens labor protections, targeting industries that Spaniards often avoid. The government expects this move to support the welfare state and reduce illegal behaviour. Spain has one of the EU’s fastest-growing economies, benefiting from migration and a post-pandemic tourism recovery, and its open stance on immigration stands in stark contrast to other European countries’ tightening of borders.
