Sudan’s Burhan Unveils Roadmap for Elections and Civilian Rule

General Abdel-Fattah Burhan, the military leader of Sudan, outlined a roadmap for constitutional transition, proposing a transitional government, civilian prime ministers and national dialogue to pave the way for future elections. Since April 2023, Sudan has remained in conflict between the military and the Rapid Support Force (RSF). Speaking at the Cairo summit, Berhan also expressed Sudan’s support for Palestine, rejecting U.S. President Donald Trump’s plan to reduce Gaza and resettle Palestinians. Arab leaders at the summit supported Egypt’s $53 billion post-war reconstruction strategy, which Hamas welcomed, but Israel rejected. Although Sudan struggles to deal with its own crisis, the proposed roadmap can provide avenues for civilian governance.
