The Bureau of Humanitarian and Social Affairs of the ECOWAS Commission is committed to raising the standards of the delivery of its humanitarian programs in the West African region, recognizing that strong monitoring and evaluation (M&E) and financial mechanisms play an integral role in assessing their impact effect. Programs and Interventions.

It therefore develops models and tools to improve the effectiveness and efficiency of its member state agencies in the implementation of the ECOWAS humanitarian program through well-structured monitoring and evaluation and financial systems.

In order to better equip the focal points of member states involved in the implementation of ECOWAS humanitarian programs with these tools, the ECOWAS Commission’s Bureau of Humanitarian and Social Affairs organized a three-day event in Niger State from 5 to 7 November. capacity building workshop, Nigeria.

This interactive workshop, based on active participation and knowledge sharing among participants, covered a comprehensive program covering all aspects of monitoring and evaluation systems, including data collection, analysis, reporting and integration into existing national systems.

At the end of this training workshop, the participants made a number of recommendations, including those related to areas of programmatic intervention that ECOWAS should prioritize, namely (i) cash-based interventions and voucher assistance (CVA) consistent with humanitarian principles ); (ii) Livelihood support; (iii) Food and non-food interventions, (iv) Interventions providing water, sanitation and hygiene (WASH) kits.

In the interest of Member States, it is recommended that at least 85% of funds be allocated to meet the basic needs of the affected population. Furthermore, member states are required to complete and submit financial and monitoring assessment reports to the ECOWAS Floods and Food Nutrition Project (2023) Committee before the end of the ECOWAS fiscal year 2024.
