The first day of the 2025 Libya Energy and Economic Summit (LEES) features a dynamic technology program hosted by the Libyan Society of Petroleum Engineers (SPE), exploring how technological advancement, sustainability and workforce development can drive the country’s oil and gas industry forward develop. Industry leaders share insights on the importance of these factors to improve efficiency, promote innovation and attract investment to ensure long-term growth in Libya’s energy sector.

Libyan Council for Oil, Gas and Renewable Energy (LCOGRE): The meeting kicked off with a speech by Dr. Khaled Ben Othman, Chairman of LCOGRE. Dr Osman discussed the potential of using clean technologies to balance Libya’s natural resources to meet global environmental, safety and health standards. He highlighted the Commission’s vision to invest in modern infrastructure for energy exploration, extraction, processing and distribution to meet local and international needs. “We also want to encourage innovation, research and development in the energy sector to create new technologies and improve energy efficiency,” he said.

Libya SPE: Samir Guma Elamri, Chairman of the Libyan SPE Project and SLB Digital Sales Manager, emphasized the importance of digital transformation in the oil and gas industry. Elamri highlighted a number of emerging technologies, including big data analytics, cloud computing, artificial intelligence and the Internet of Things, as key tools for improving operational efficiency. He also emphasized the importance of workforce development to support these technological advances. “According to the World Economic Forum, by 2027, 50% of employees will need to be retrained due to the adoption of new technologies,” Ellamri noted, stressing that the oil and gas industry is not far away from entering the fourth industrial revolution .

Delta United Group: Delta United’s presentation focused on the role of technology in driving sustainable development in Libya’s energy sector. The company outlines how Libya is using its vast natural resources to support the development of sustainable aviation fuels, green hydrogen, green metals and green ammonia. They explained that these initiatives will play a key role in supporting the country’s energy transition and reducing carbon emissions, providing new opportunities for growth and diversification in the energy sector.

Toumi Law Firm: The final speech of the meeting was made by Hannah Khllat, legal counsel of Tumi Law Firm. Khllat provides an in-depth look at Libya’s evolving regulatory framework aimed at attracting international investment. She highlighted the country’s efforts to create a conducive business environment through commercial and investment laws, which are conducive to the establishment of foreign companies in Libya. She explained that these legal mechanisms enable foreign companies to partner with the Libyan National Oil Company to explore, produce and service oil fields.
