Her Excellency Dr. Rania Mashat, Minister of Planning, Economic Development and International Cooperation, attended the launch of the Electronic Voting System for the Administrative Prosecution Service and the Complaints and Performance Monitoring Programme.

Today Dr Rania Mashat, Minister of Planning, Economic Development and International Cooperation, witnessed the launch of the Administrative Prosecution Service’s e-voting project and the Complaints and Performance Measurement Project. Minister of Justice Adnan Fangari, Minister of Youth and Sports Dr. Ashraf Sobhi, Director of the Administrative Prosecution Service Abdul Radhi Sediq, Director of the National Litigation Service Abdul Razek Shaw Ibrahimovic and several officials from relevant departments attended the event. Ministers and officials also experienced a complete mock voting process and complaints system as part of President Abdel Fattah Al-Sisi’s directives to improve government performance and promote digital transformation.

This is within the framework of the cooperation agreement signed in 2022 between the Ministry of Planning, Economic Development and International Cooperation and the Administrative Prosecution Service, which was witnessed by Prime Minister Dr. Mostafa Madbouly. The agreement aims to integrate technical support and develop information systems by modernizing the comprehensive information infrastructure using the latest IT technologies and developing an execution plan for the election process.

In her speech, Dr. Rania Almashat explained that the Ministry of Planning, Economic Development and International Cooperation, the Ministry of Justice and the Administrative Prosecution Service, together with the main partner – the National Prosecution Service, have launched another set of fruitful cooperation projects. Department of Youth and Sports – Celebrating the success of the ongoing partnership on the Justice Governance Project. The program recently recognized a group of judges and women judges who graduated with diplomas in governance and anti-corruption.

Mashat stressed that this expanded cooperation embodies a practical model of harmony and integration between state institutions to achieve comprehensive and sustainable development and improve the quality of life of Egyptian citizens. She pointed out that the joint cooperation project launched today includes a number of strategic initiatives, the most notable of which is the “Improving Government Performance” project, which aims to improve the performance of public services nationwide and improve the lives of citizens by assessing and measuring government performance. quality. The project also provides decision-makers with accurate data support and provides a support mechanism for members of the administrative prosecution service to carry out their duties.

She added that the project is in line with the development goals outlined in Egypt’s Vision 2030, particularly those related to ensuring transparency, participation, active citizen participation, responsiveness to citizens’ needs, achieving quality standards and expanding the use of modern methods in public services. It also ensures the efficiency and effectiveness of the national administrative machinery, keeps abreast of local and global changes, and strengthens national efforts to combat corruption through the National Anti-Corruption Strategy, which is aligned with the 16th United Nations Sustainable Development Goal (SDG) on Peace, justice and strong institutions.

The minister noted the project’s achievements, which include the development of a complaints and performance measurement system, enabling citizens to submit complaints through a mobile application and the expansion of digital document archiving. It also aims to enhance citizens’ experience of government services through the introduction of employee disciplinary records by 2025 and contribute to the governance of promotion processes and leadership appointments.

Al-Mashat added that the project to improve government performance achieved several benefits, including the ability to analyze complaint data to help decision-makers identify performance gaps and take appropriate measures to improve efficiency. It also contributes to improving Egypt’s indicators in the areas of anti-corruption, business competitiveness and governance, and supports the government in strengthening human capital development by training members and employees of the Administrative Prosecution Service on digital transformation tools, sustainable development and governance goal.

Regarding the “e-voting” project, Dr. Al-Mashat explained that the project aims to convert all paper-based elections into electronic ones, ensuring an easy, accurate and transparent voting process. The project will create a comprehensive digital platform to manage and operate the electoral system electronically, leveraging the latest technology to build a digital and information-based society. The project is in line with the country’s push for digital transformation and the adoption of one of the most critical systems for citizens, reinforcing their trust in the country and encouraging their active and proactive participation, especially in voting and electoral systems.

She confirmed that the project has successfully implemented electronic voting systems in 16 elections across the country, including those of the Musicians Syndicate and the Administrative Prosecution Service Club. It is also used in the elections of many other syndicates, unions, political parties and associations. The project not only increases the transparency of the electoral process, but also reduces costs and provides voters with a more convenient experience. The project provides multiple benefits, including social, financial and environmental returns through resource conservation and environmental waste reduction, as well as lower carbon emissions from transportation associated with voter mobility.

The minister said the ministry is committed to continuing this cooperation to achieve comprehensive and sustainable economic and social development. She stressed that partnerships, cooperation and integration between institutions are the best way to achieve desired development, achieve national goals and enhance Egypt’s regional and international status.

Al-Mashat concluded his speech by praising the great efforts and dedication of the late Ashraf Abdel Hafeez, Assistant Minister of Digital Transformation and Information Technology, who oversaw these projects implementation. He was remembered by ministers and his daughter received a commemorative shield on his behalf.

In this connection, the Administrative Prosecution presented a commemorative shield to Dr. Rania Al-Mashat, Minister of Planning, Economic Development and International Cooperation, in recognition of the ministry’s role in supporting the Authority’s digital transformation and IT projects.
