South Africa: Public Service and Administration Committee will be the ‘Ghostbuster’ of the Public Service

In the budget speech of the Finance Minister, the Finance Minister made it clear that the National Finance Ministry would conduct a “ghost audit” to eliminate the so-called “ghost” employees in the so-called public administration.

The Public Services and Government Portfolio Committee agrees that the presence of these Public Service Ghost employees, or, if you wish, Casper – the unfriendly Public Service Ghost, would cause waste in the Public Services Payroll Act, should be investigated. The Ghost also made efforts directly with the current government to establish professionalism, based on merit and independent public service efforts.

Although the Commission commended the Minister for his intention to hunt down these ghosts, it is also true that part of the Commission’s oversight duties on public services and government should also be to join Casper’s hunt.

Therefore, members of the Public Services and Administrative Portfolio Committee decided to prioritize their efforts to become a Ghostbusters in Public Services by prioritizing their following requirements for participation:

  • Sit down with the Finance Committee and briefed the Secretary of Finance and the Finance Department on the strategy, scope and progress of ghost audits throughout the state.
  • Oversight visits to all provinces, the Commission will conduct strategies, scope and advances in ghost audits with provincial governments and other national departments across the state, starting with the Commission’s oversight visits to Gauteng and Northwest next week.
  • A special committee sits with the Public Service Commission and the Public Service and Administration to understand its current strategy, scope and progress in ghost audits across the government sector.

These are just the initial steps the committee will take to find the ghosts of public service and the master puppets sitting behind them. We must not forget that each Casper sits behind a criminal, whose taxpayer money goes into his pocket. Not only did these ghosts’ salaries disappear into the blank space, but they were undoubtedly trapped in the pockets of criminals who should be identified, arrested and prosecuted.

Therefore, members of the Public Service and Administrative Committee have committed to becoming the Ghostbusters in Parliament. We will show our sincere and urgent intention to play our role in making the country professional and to eliminate such wasteful expenditures.
