South Africa: Police Committee Applauds High Arrest Figures but Conviction Rates Remain a Concern
The Portfolio Police Commission praised the massive arrests of alleged offenders during the festival, but raised warnings that there was still a worrying disconnect between arrest and conviction. The committee received a speech managed by the South African Police Service (SAP), which regulates ransomware during the holidays and provides capacitance for detective services during the safer festival.
“To be commendable, between 1 October 2024 and 31 January 2025, 244,951 wanted criminals were arrested, but these arrests would be futile as they would not be subject to valid prosecution . In line with this, the committee re-emphasized the importance of investigations led by prosecutors who help prosecute. Moreover, the link between low conviction rates and underserved detectives cannot be overemphasized. “Ian Cameron, chairman of the committee (Ian Cameron) said.
The committee also highlighted the need for similar high visibility and disruption operations throughout the year, as this visibility is effective on paper. Although the Commission acknowledges South Africa’s financial challenges, it is believed that six 332 festivals can be replicated throughout the year.
The attention to unauthorized alcoholic sites is welcome, as drug abuse is one of the factors that are involved in the crime. The committee was told that SAP closed 6547 unauthorized venues between October and January, but because of a trend to reopen these institutions, the committee called on SAPS to work with the alcohol committee to revisit these areas with the community due to a trend of reopening these institutions. They were closed by police after they were closed.
Meanwhile, the committee endorsed SAPS’s plan to make detectives serve through a program that recruits 4,000 detectives. The Commission reiterated that despite its popularity, the reality is that this additional capability does not address the terrible shortage of capability in this critical component. Additionally, additional capacity will have minimal impact on high case-to-exploration ratios and require comprehensive short- and medium-term plans to relieve stress. The committee noted that SAP had requested additional funding to the national finance ministry, but stressed the need for alternative strategies, especially under the current fiscal restrictions in South Africa.
In addition, the Commission is concerned about the availability of trade tools, such as vehicles and office space, to provide additional capabilities in detective services. If there are no suitable tools, the increase will add the value required in the fight against crime. Mr. Cameron said: “For example, the committee members have conducted an unannounced oversight of the anti-border faction in the Western Cape, with only 79 cars, 90% of whom have more than 250,000 kilometers, in the basics Operation in the facility is not maintained, with 210 members sharing two female and one male toilet. These challenges are systematic and affect SAP at all levels and affect police health and operational efficiency. These shortcomings are not addressed The extra ability will only exacerbate the challenge,” Cameron said.
The committee also fears that the number of recruiting 200 detectives who had previously left SAP was too small and would lead to primary primitiveness of the service and lock in many experienced police officers willing to return. The ripple effect is that these additional new detectives will take time to adapt to the new environment, which translates into minimal impact on the detective’s ability to serve against crime.
At the same time, the Committee welcomes the increase in focus on resolving ransomware cases, but points out that the ransomware continues. Nevertheless, the Commission re-emphasized the importance of integrated efforts by law enforcement in preventing and combating blackmail. Similarly, intelligence-driven operations should be the main driver of proactive and combat responses to interruption of extortion. It is also necessary to work with the state prosecution agency to ensure that the case is placed before the court and that the offender is prosecuted effectively.
