President Museveni Signs Executive Order to Protect Citizenship Rights in Uganda

President Joewari Cadita Musvernini signed an administrative order aimed at protecting Ugandan’s citizen rights.

The president said: “According to Article 99, 1 and 4 of the Constitution, the power given to the president is issued on January 24, 2025.”

According to the president, he continued to receive complaints from the authorities that the authorities sometimes treating the person who apply for passports. This mainly involves the question of whether the applicant is dealing with whether it is Uganda citizen when applying for a passport.

Prior to the instructions of President Mosavene, a group of Bania Rwandmen who were born and grew up in Uganda repeatedly filed complaints, saying that the authorities violated human rights. They claimed that although they were Uganda citizens of the Barnia Rwanda tribe, they were refused to provide ID and national ID cards such as passports and national IDs.

However, President Moswellini clarified in the administrative order that citizenship problems have been solved based on Chapter 3 of the 1995 Constitution. This chapter stipulates three citizenships: birth citizenship; Essence

He said: “Obviously, the question is not any loopholes in the law or law, but how to manage the laws of citizenship certificates of passports or other identity documents applicants.”

“Therefore, because challenges are essentially administrative, I hereby instructions are as follows; each Uganda citizen has the right to obtain passports or other travel documents, and has the right to enter, leave and return to Uganda.”

President Musewini further instructed that after receiving the passport application, officials and immigration control bureau officials shall comply with the provisions of Article 313, Chapter 313 of the Citizenship and Immigration Control Law. The ID number (NIN) is complied with any other requirements stipulated by the committee.

He said: “It may be required to prove that all administrative procedures for citizenship, especially the birth certificate, must maintain the dignity of everyone, and should not apply any requirements that the law is not stipulated or not considered.”

“Immigration officials should pay attention to that the identity of the citizenship is inherent, not awarded by immigration officials. Unless immigration officials have convincing and reliable evidence to prove that the information submitted by the applicant is unreal, it must be prevented by citizenship.”

The president also explained that the law currently does not give citizens a child who is born and naturalized for children’s auto citizenship, but instead says that citizens have produced citizens.

“The Minister of the Interior and the Minister of Justice received the instructions immediately solve this abnormal situation.”

He further instructed that the Citizenship and Immigration Control Bureau should not confiscate or cancel the national ID card issued by Nira without following the legitimate procedures stipulated in the law.
