Milley is the first world leader expected to attend the Jan. 20 event in Washington, but arrangements are being made for others to attend. CBS News reported last week that Trump personally invited Chinese President Xi Jinping to the inauguration unlikely to attendaccording to multiple sources.
Trump confirmed on Monday that he had exchanged letters with Xi Jinping and “would be happy to invite him (to the inauguration), but there hasn’t been much discussion as to whether he would accept the invitation.”

U.S. State Department records dating back to 1874 show that no world leader has attended a U.S. transfer of power ceremony. Traditionally, foreign ambassadors and their spouses represent their governments at the quadrennial event.
