The Democratic Republic of the Congo (DRC) and Rwanda have signed a key agreement to promote peace in the Democratic Republic of the Congo’s conflict-plagued eastern region, according to Angola, which mediates the process. The deal was reached on Monday, with the foreign ministers of Kinshasa and Kigali approving a “concept of operations” document outlining the terms of Rwanda’s withdrawal. However, the Angolan government, which announced the development, did not reveal specific details of the procedures to be taken. A previous draft tabled in August made the disbandment of the Hutu-led Democratic Forces for the Liberation of Rwanda (FDLR) militia, which Kigali considers a security threat, a prerequisite for Rwanda’s disengagement. However, there are currently no details on the specific content of the draft proposal. With the deal, the Democratic Republic of Congo will hope to gain some respite for its eastern region, which has been mired in violence for three decades.
